You honestly can't measure anything by that. The more people you have (especially with ****tier connections) the harder it gets to move up. US is way behind in the world average in speeds anyways.

I remember reading something about the FCC classifying the internet differently from phone lines and how this hampers expanding bandwidth.
Using this list to make comparisons is like trying to compare average internet speeds between Alaska and Rhode Island.
The US suffers from a relatively low population density. That makes it very uneconomically feasible to upgrade networks.
Countries that are spread out with large rural areas make it prohibitively expensive to expand nationwide. Alaska alone is larger than most of the top 10 countries. USA(including Alaska is huge), China, Mexico, Australia, and Russia will never be in the top 10. I am not surprised that the top 10 countries are smaller than Texas in landmass. Look at #8 Aland Islands 20 mbs. It's not that hard to get broadband for something the size of an island.
