    Council approves Seawall parking fee

    GALVESTON — After two hours of public comment, several standing ovations, a couple of heckles and at least two outbursts in council chambers Thursday, the city council voted 4 to 3 to approve an $8 beach user fee on the Seawall.

    As was predicted by many, council members Cornelia Harris-Banks, Booker T. Price and Johnny Smecca and Mayor Roger “Bo” Quiroga voted for the fee. Joe Jaworski, Lyda Ann Thomas and Dianna Puccetti voted against it.

    The decision left the room divided, with some making plans for a celebratory drink while others were mapping out their next battle plan.

    “We are going to fight it all the way through,” said Ken Jencks, who heads the group Galvestonians Against Paid Parking on the Seawall. “The battle continues. This is going to be a very political item.”

    During the meeting Jencks called on Smecca to abstain from the vote, saying the councilman had a conflict of interest because of his ownership of two Seawall restaurants.

    Smecca did not abstain, and City Attorney Susie Green said later that he has no conflict of interest. But Jencks was unswayed. “We are going to take it to court,” he said.

    The council also voted 4 to 3 to expand the Seawall Urban Park from First to 103rd streets, but also amended the boundaries to exclude property north of Seawall Boulevard.

    The Seawall paid parking plan will now go to the Texas General Land Office for final approval.

    On Thursday, council also voted 4 to 3 to authorize the city manager to negotiate a permit with the county for parking meters on the Seawall.

    Gil Langley, president and CEO of the park board, has said he could get the meters up and working within 30 days of receiving the final government go-ahead.

    Jaworski attempted to subject approval of the plan to a public vote, but that motion was thwarted when Harris-Banks, Quiroga, Price and Smecca voted against it.

    At the meeting Greg Roof, who filed the lawsuit calling for a charter amendment vote on paid parking, said he would invite a recall of Harris-Banks and Price, both of whom voted for the user fee minus a public vote.

    Roof did not mention recalling Smecca or Quiroga because he said they were both going to leave their present council positions next term anyway.

    Threats of other lawsuits also were mentioned. The possible influence of this decision on the May city council and mayoral elections was apparent Thursday.

    Many speakers showed up with their blue voter registration cards in hand, waving them at the podium or while sitting in the audience.

    When Smecca, who is running for mayor, voted against Jaworksi’s motion for a public vote on the matter, several audience members yelled “Goodbye, Smecca.”

    When Thomas, who also is running for mayor, voted in favor of the same proposal, audience members called out “Thank you, Mayor Thomas.”

    There were several outbursts throughout the three-hour meeting. Once, when Jaworski announced that the proceedings were not being videotaped, some audience members called for a rescheduling of the meeting.

    Another time a round a boos and laughter rustled through the crowd when Langley said the park board had been a “model of good government.”

    The park board approved the present Seawall Urban Park beach user fee plan earlier this month.

    The plan calls for pay-and-display units along most of the south side of the Seawall from 10th to 61st streets and more traditional parking meters along most of the north side of the street.

    In beach access zones, the charge will be $8 a day or $2 an hour.

    Business zones, which are mostly on the street’s north side, will be free the first half-hour, then $1 an hour not to exceed two hours.

    A pass is also available and, throughout January, the park board has been offering that pass for free.

    Langley announced Thursday that he would extend regular hours for free pass registration until 7 p.m. today and from 9 a.m. to 1 p.m. Saturday. After that the passes will cost $25.

    Yeah, but it's well worth it for the high-quality beach Galveston has.

    I mean, at other beaches, you actually have to bring your own condoms. At Galveston, you just have to wait for 'em to wash up to shore!

    Well, it may not be the best beach in the world, but it's all I have. :(

    One of my favorite things to do was head on down to Galveston with the dog, a great way to have a fun time without spending any money. I was looking forward to heading to the beach this summer with my new puppy, who will be a little more "beach friendly" than my old dog was, but now I don't think I'll be heading down there.

    I have to admit on one of my many visits to Houston I visted Galveston once and I promised never to go there again. The water was gross looking, the beach wasn't that much better, and there was a very bad stench in the air. Still, at least you guys have a beach.

    Galveston is made for Mexican beer and classic rock. I love it. We all know it ain't that pretty, but it does have it's moments. If you have ever seen dolphins playing in the water in the morning light, it's pretty awesome. The west end can be really nice on certain days, when the water and sky are clear.

    I would love to see what Galveston/Gulf and Clear Lake looked like 100+ years ago, when both were pristine and clear.

    That is ridiculous. That law will not stand for long. The Galveston mayor who spear-headed this whole thing is the same mayor who tried to press criminal charges against a citizen who wrote a disparaging letter in the Galveston Daily about the mayor and his passionate pursuit to pass this absurd law.





    last summer, when I stopped at San Luis Toll bridge and put my dollar in the ole' toll masters basket, and drove off I looked in my rearview mirror and saw said old dude burst out of his little metal hut llike a rabbit out of hat and chase after my vehicle all the while his body was shaking and having major convulsions and he was waiving his finger at me and yelling at me like I just took a big sht on his toll bridge hut or something. And then I have to get out of my car to make sure the old zebra is not going to have a heart attack after chasing my car down. well after we are sitting in the middle of the bridge and he catches his breath he starts laying it on me, and telling me how It's now 2 dollars and not 1 dollar anymore for the toll. I'm like godamn aint the bridge already paid for by now, he's like 'that don't matter, its two dollars!" so i fling another dollar at the ole bird. And now every time I pass through there the old vengeful b*stard takes his dandy ole time when opening up the tray for me to put my 2 dollars in. I'm a sucker. But I'm seriously thinking about getting that short hispanic dude from channel 13 to investigate these bastards who work the san luis pass toll bridge, because i damn sure do feel like im being taken for a long swindling ride everytime I hand over 2 dollars to pass and 2 more dollars to get back across.

    Main reason the Gulf's brown down here is the amazing amound of sediment & other stuff dumped in it up the coast by the Mississippi River.

    Last time I was at Surfside, you could see your feet in chest deep water. Happens a lot, dependent on weather conditions.

    I haven't been to Galveston in a long time, but I can't imagine paying $8 to park there...I know its not the best beach, but it is one...A lot has to do with the oil spills and Galveston acting as a "Catchers Mit" for all the trash/crap that gets forced into the area...

    The Seawall sucks anyway. There are better little secluded places you can find to park/make out etc.

    I think most of the sediment is due to farming. There was a time when it wasn't so. Clear Lake is the same way. I met a old guy that remembers what Clear Lake used to be like. It was a clear lake! The bottom of the lake was covered in oyster shells, making it white. His said it was beautiful. I would of loved to of seen it. :(

    I haven't been to Galveston in nearly eight years. Has it changed much since then?

    At least Galveston's water is warm in the summer. There are no swimmable West Coach beaches until you go all the way down to Santa Barbara. The Pacific is icy cold up here.

    Hey in NJ they require you to pay just to go on the damn beach. And it's the freaking Jersey Shore it's not like crystal white sand and blue water. And by the way most of these women here need to keep that lily white layer of winter blubber they call skin covered up with a bit more than a bikini. I'll be passing out carnival tents at the shore this year.
