Hopefully he's just playing cops and robbers and indians. I'd be more sure about that if the background were a suburb. Wierd picture.

 

Tough to say -- just thought I'd interject that the area of this map (near 63rd and Western) is a pretty rough area of town. Shootings in that area are not uncommon.
