With rookie contracts, what exactly is there to "agree" on? Maybe the Rockets are forced to get Cato to play?
It does seem silly since it's just a formality. But the Rock's couldn't sign him sooner cause they had to get some of these other deals done first. For example, they couldn't sign anybody until the Dream deal was done. That took a month+. I beleive the strategy is to sign all your regular players first in case you get near or over the cap. If you do, you are still allowed to sign your rookies. But if you sign your rookie first and you hit the cap then a remaining free agent might be SOL. Somebody please correct me if I'm wrong or unclear. -krosfyah

Krosfyah-Ya, I know that much, that it helps the cap situation to sign the rookie after signing your own guys and other FA's. But, I don't think there has been a rookie who held out of anything since the rookie salary structure came about. One rule that actually did work for the NBA.
Maybe they will sign Griffin, and this will put them over the cap. Then we can use the mid-class exception 4.5 on Mason. Calling Krispee, can you help with this?
A few notes: There IS some negotiation- there's a scale, and salaries can be between 80% and 120% of the scale. Rookies only count 80% until signed. That is why we waited-a few 100K extra for any trades, signings, etc. Why now? Obviously, going in we only ~1.2 mill. Assuming we get the DPE for Mo, that's all gone (before anybody whines, that figure counts EQR aka EBR for Moochie). Since Morris's deal was guaranteed, that's cut in half. If Torres's deal is guaranteed, it's all gone. At this point, all we can sign is minimum guys. *IF* we get the DPE, we'll be able to go after slightly bigger fish. We do not have a 4.5 mill MCE. It should also be noted a DPE can be used as a trade exception. Bottom line: Extremely small affect cap wise. The only way it affects Moochie, is it cuts out the option of a 1 year ~1.5 mill deal. Barring a total shock, and Moochie taking < 1 mill on a 1 year deal, any Moochie signing will be multi year. Based on the way Fegan works, I doubt it was any option in the first place.

EQR=Early Qualifying (Veteran's) Rights: Those who have spent 2 years without being renounced, or signing a contract with a different team. Their team is entitled to an exception to go over the cap to resign them on a multi year deal up to the league's average salary. EBR=Early Bird Rights: The "dumbed-down" term for Early Qualifying Veteran's Rights, named after Larry Bird, who was the first to receive Bird Rights. MCE=Middle Class Exception: The league's average salary exception, which those teams over the cap are entitled to. The Rockets do not have this exception.
