Financial Aid: When can I get it?

I'm thinking about going back to HCC to futher my education and I asked my last CC how long do I have to be a resident here before I can get FA and she said 1 year. I moved here at the end of May last year. I'm 19 and make about 15,000 a year, I should be approved for it. Do you guys think I can get it now or do I have to wait another month?

I checked with a buddy of mine that does FA for a major University here in town. He said (via chat):

as long as they have perm residency status, they are eligible.
to be a tx resident, they have to be in tx for a year
with a license.
and you have to know the 50 states and the last 10 presidents.
