Officials take blame for killer's escape
Fugitive still at large after walking out of jail in street clothes

    Friday, November 4, 2005; Posted: 10:27 p.m. EST (03:27 GMT)

(CNN) -- Officials at a Houston jail took responsibility Friday for the escape of a convicted murderer who had recently been sentenced to die, a sheriff's department spokesman said Friday.

Charles Victor Thompson, 35, escaped Thursday afternoon from the Harris County Jail after changing into civilian clothes and talking his way past guards.

"There were a number of points where this could have been prevented," Lt. John Martin told reporters. "In this incident, there were a series of lapses. The one thing that is evident about this incident is that it is 100 percent human error and absolutely could have been avoided."

Thompson, 35, was convicted of capital murder in April 1999 in the shooting deaths of his former girlfriend, Dennise Hayslip, and her friend Darren Cain, 30.

Police have received a number of significant leads into Thompson's whereabouts, Martin said. Several agencies were searching for him, including the U.S. Marshals Service and the Gulf Coast Violent Offenders Task Force.

The U.S. Marshals Service announced Friday night a $10,000 reward for information leading to Thompson's capture.

Thompson, who was resentenced to death October 28, escaped after meet with an attorney. Such meetings take place in a locked booth that has a Plexiglas divider between inmate and attorney. No deputy is present so that the client-attorney privilege is maintained.

Thompson slipped out of his handcuffs, changed from his orange jumpsuit into street clothes and walked away after showing guards identification indicating he worked in the state attorney general's office.

Thompson apparently had concealed the clothes and changed after the lawyer -- who was not his attorney of record -- left, Martin said. Authorities don't know how Thompson got out of the room, which had been locked.

Thompson went to a control center where he told a guard he was conducting an investigation for the state and said he didn't have a security badge because he had entered the jail through an adjoining building, Martin said.

The jail has surveillance cameras but no video recorders, Martin said. It isn't known whether Thompson escaped in a vehicle or on foot.

After the escape, authorities accounted for all vehicles belonging to Thompson's family, Martin said, but it took some time to find a truck belonging to Thompson's brother. It was unclear if the truck was used in the escape.

When he was last seen, Thompson was wearing khaki pants, a dark blue shirt and white tennis shoes.

"We will be looking at our security procedures, we will be determining what procedures simply were not followed and we will also be attempting to determine whether we need to implement stronger procedures or additional security procedures," Martin said.

Chief Deputy Danny Billingsley said he was on duty when the escape occurred.

"As a department we're embarrassed about this," he said. "... I feel personally responsible because I was the ranking person on duty when this happened."

The families of the victims were notified immediately after the escape.

Hayslip's mother, Wynona Donaghy of Tomball, Texas, told reporters she had been advised to go into hiding.

"[I'm] frightened, and hopefully not for long is he out, because he is a threat not only to himself but to anybody around him," she said. "I believe he'd come after anybody. He's capable."

Donaghy said she wanted to appear before reporters because she is convinced someone helped Thompson escape. "They don't know how dangerous he is," she said.

Thompson's resentencing was ordered by the Texas Court of Criminal Appeals, which had upheld his conviction.

I've been reading the Chronicle articles this morning about this guy. He's a real piece of work.

Its amazing that something like this could happen.

Living close to Tomball, it raised my eyebrows for sure.

Yep. My family ALL lives right there near you.

I remember about 5 years ago, a guy escaped from Huntsville when we were living in the boondocks of Magnolia, surrounded by forest. The 10 o'clock news reports came on reporting this, and they reported that his parents lived in the Magnolia area, and he was believed to be headed to their house. Well, for some reason there were tons of helicopters and lights going all through the woods, and we were alarmed. Come to find out, his parents lived on the next street over.

We were so scared that we locked all of our doors (something we never did living in that area), pulled down all the blinds, and brought our big 120+ lb. dalmation into the house for protection. I don't think any of us got any sleep that night...

Id actually feel better if he lived in Magnolia and not Tomball. Everyone bears arms out here. In fact, I think Magnolia must be the deer hunter capital of the world. If he tried to come here, every Billy, Tom and Bob would be out on their ATV with a loaded gun rack.

Where in Magnolia did your parents live?

    Gotta love God's Country. :D

We used to live off of Brenda Lane, which is over off of 1486, I think near the new Magnolia West High School. I don't know, I haven't been down there in a year.

My sister and her husband live over near Rancho Grande, I can't think of what the road is called.

My dad lives way out in the boonies going out towards Montgomery.

I get to come down and visit all of them Christmas time! :)

I've been daydreaming about capturing him, and practicing my speech to the media.

"I'm no hero, I just did what anyone else would do in that situation."

I had to talk to a lady friend while she was walking to her car at 7:00PM Thursday night downtown (leaving the office) because of this. She was pretty freaking scared.

Escapee Charles Victor Thompson captured in Shreveport, La.
    Associated Press

A death row inmate who slipped out of the Harris County courthouse wearing street clothes has been captured in Shreveport, La., the U.S. Marshals Service said tonight.

Marianne Matus, a Marshals spokeswoman in Houston, confirmed convicted killer Charles Victor Thompson was in custody. No other details were immediately available.

Thompson, 35, fled the Harris County Jail late Thursday, using a smuggled set of clothes and a fake identification badge to get past the guards.

Harris County Sheriff's Department spokesman Lt. John Martin said Friday that Thompson's escape resulted from ``multiple errors'' by jail personnel.

Thompson was convicted in 1999 for the shooting deaths a year earlier of his ex-girlfriend, Dennise Hayslip, 39, of Tomball, and her new boyfriend, Darren Keith Cain, 30, of nearby Spring. Matus had said earlier Sunday that authorities had received valuable tips about Thompson's possible whereabouts.

Harris County Sheriff's Department spokesman Lt. John Martin said Friday that Thompson's escape resulted from ``multiple errors'' by jail personnel.

The U.S. Marshals Service had offered a $10,000 reward for Thompson's capture and designated him a federal fugitive in order to use its resources to find him.

``That was just an extra precaution because of the seriousness of his crime,'' Matus said. Thompson was sentenced to death on Oct. 28 and was being held in the county jail until he could be transferred to a prison in Livingston, about 75 miles to the northeast.

On Thursday afternoon, Thompson was taken to a room in the jail for a meeting with his attorney. The visitor, however, was not Thompson's attorney of record, Terrence Gaiser, although Martin said investigators have determined the other person was an attorney. His name has not been released because he is considered a witness.

After the attorney left, Thompson was alone in the room and he managed to remove his handcuffs and his bright orange prison jumpsuit and put on a dark blue shirt, khaki pants and white tennis shoes.

Authorities believe those were the clothes Thompson wore during his sentencing and Martin said he somehow smuggled them back to his cell.

Wearing his new outfit, Thompson left the prisoner's booth in the visiting room, waved a fake ID badge that wasn't scrutinized as he passed at least four jail employees at work stations. Thompson was eventually let into the jail's visitor's lobby and from there he walked out of the building and into the street. Martin said members of Hayslip's family have been given police protection.

It is reported that they found him drunk at a pay phone. You think that if you just busted out of jail that the last thing you would do is get drunk.

That is unless you made it to Mexico.

I could see some logic in it. Maybe he got out, read that he was in national news, and figured he was bound to get captured. Because of this, he probably just wanted to have a little fun for the last time in his life.
