Forcing shops to require customers to give over identification when buying cheap phones or pre-paid SIMs could be one of the most important ways that terrorists are able to communicate, according to California Congresswoman Jackie Speier, who proposed the bill. “This bill would close one of the most significant gaps in our ability to track and prevent acts of terror, drug trafficking, and modern-day slavery,” wrote Ms Speier in a Facebook post announcing the bill. full article
Burners don't kill people,,,drug dealers do. If cellphones were invented at the time of the Constitution, we'd have an amendment making them a protected right. "Unregulated millennials, being necessary to a free Internet, the right of the people to keep and bear cellphones, shall not be infringed."

This will never get anywhere. The amount of people in congress screwing their interns will prevent it.
The chances of this bill passing are slim. And even if it does pass, it won't accomplish much of anything. Burner phones will still be easy to obtain.
People are too busy on their smartphones to realize anything is happening. Privacy is for rich people now, you're not allowed to have it cheaply. Drug dealers, on the other hand, will simply find a way around this.
