There are some conditions; for instance I think you can't do it twice in a row, etc. but yes you can.
On separate occasions I renewed and change my address my TX DL online. There is a convenience charge for each, but it is worth it.

I changed my address on-line, and you can re-new on the website...I went in person a couple of months ago to get a new pic as the other one was of me when i was 21...I have changed and would always get a second glance...

I did this last month and it came very quickly. The funny thing is that they use the same picture (obviously) so now I'll look 19 on my license until I'm 30
