Severe hydrocephalus also causes brain damage, FWIW. This is a very sad thing for this child, much more than just a funny looking head. The plates of a baby's skull aren't fused. They expand and grow into the size. The brain, however, gets pushed apart and smeared along the inner edge of the skull. In severe cases, you wouldn't recognize it as a brain.

It depends on what you mean by "complete," but yes, to answer your question. The suture lines are not fused and the head is mostly cartilage. The suture lines close and the cartilage becomes bone as they age.
