That's not how the American voter will see it. If SS is cut, it will be the GOP who takes the blame. Even Fox News viewers are smart enough to see what Republicans are doing.

Obama is throwing most of of the Democratic Party under the bus and insuring that many many Americans will continue to see no major difference between the two parties. Social security needs to be increased not decreased. Obama believes that he is more important than any party or movement. What a Trojan Horse he is for the corporate elite.
Good chunks of the Democratic Party and many liberal economists believe in the Chained CPI change. This isn't a change to SS - it's a change to all government accounting; it just affects SS the most. Part of the reason government grows so much is that we don't properly measure true cost of living changes; this is an attempt to rectify that, despite it's negative effect on individual programs. It's a change that's good policy, even if it makes for bad politics.
It has been my understanding that going to chained CPI was a lock at this point. I'd love for them to lower the SS rate and remove the cap.
I disagree that SS needs to be increased. And it isn't being decreased, but changing how COLA are made. Medicare is a far bigger issue, as medical costs are too high for seniors, yet Medicare is going broke. Universal system...
