Couple cutting dog's hair in public park

    This couple goes to Sylvan Rodriguez Park almost every day, and thinks it's okay to cut all its dog's hair on a bench, and just leave it there! One time I caught them and told them to collect it and trash it, so they did, but then I come back each day and notice they keep doing it. How can this be stopped, without physical threats?
