Computer problem (annoying stc loader error) can someone please help?

(sorry for the horrible explanation, but I don't know a whole hell of a lot about computers)

The problem I'm having is that whenever I start up my computer I get this "C:\windows\system\stcloader.exe error" thing and then when I access the internet the bar at the bottom locks up and all those little icons vanish, and I cant use the "Start" button after that.

Does anyone know what the hell that is?
