It translates to: "When Sura is there, he's there."

It means that Sura is often working out on the court.

Hey guess I'm not alone in hoping that the electric shock will create a super mutant monster of a Chuck Hayes. Chucky's outlook for 06-07 season: 15ppg and 10rpg in 15 minutes.

It seems like he would score a lot more than 18.8...In any case, people could just pass him the ball and have him shoot 3-pointers at 99.9%.

Stats are totally wrong. to say he will average .999 3 point and fg shooting and average 18.8 is wayy off. to achieve the .999 shooting percentage he has to make 999 out of 1000 3's which results in 2297 points through the whole season. adding in 999 out of 1000 2point fg makes pushes that total up to 4295, adding in the 999 made freethrows ups it to 5294.
Now dividing 5294 by 82 games results in a wilt chamberlain-esque 64.6 ppg. This number is just the minimum of points he can possibly score and average .999 percentage points.

That`s just a joke.If Chuck can score so many points, what about Yao and TMAC.Even if Chuck average .999 percentage points,he can shoot every 3 3`s and 5 2`s ,basketball is a team work, just like I like Kobe, but I don`t like playing basketball himself.

Hayes, Rafer Alston, Luther Head, Steve Novak, Kirk Snyder, John Lucas, Kelenna Azubuike and when rehabilitation dictates, Bob Sura have been regulars on the court.

Sorry for my poor English reading. I can't fully comprehend this sentence. So is Sura being "regular" or "conditionally regular" on court now?

Your confusion is reasonable as this is either a poorly, or brilliantly, constructed sentence.

It appears to mean he's practicing regularly, but only when able.

It does not encourage me as a sign that Sura will be able to play NBA basketball. I suspect it means he will retire, unable to perform.
