    And now I instantly regret my wording in the OP. As Rev. Lillie says, this isn't a partisan issue. What's at stake here is at the foundation of our system of government, for which our uniformed men and women have fought and died.

    All Texans and all Americans should be dismayed at this perversion of the democratic process.

    Sending out dead voter notices is nothing new for the states of the union. However, from what I've heard, Texas ammended its procedure for selecting possible dead voters. Instead of using its old model it opted for the national model which places emphasis on two criteria:

    1. Surname
    2. Last 4 numbers of Social Security number

    To me, it doesn't seem surprising that the national model would favor black dead voters. Just on my intuition I would say a disproportionate number of blacks have the following surnames: Washington, Jefferson, Smith, Johnson, Williams, Jones, Brown, Jackson, Robinson, and Davis; as copared to other races. That is to say, blacks have less surname diversity than any other race, and because surname is one of the major criteria it should then come as no surprise.

    I assume the criteria for the model was not chosen to select blacks specifically but it could be argued that one could chose such a model in place of another to select blacks specifically.
