In many inner city families (not all -- I know some who are struggling to be responsible and do the best they can) and neighborhoods there is no expectation to do any better -- no real incentive.

I grew up in a working class (probably considered lower middle class) neighborhood. But the families / neighbors expected everyone to work, expected teens to not get pregnant / expected people to take personal responsibility. The society expected you to get a job and support your family and you were looked down upon if you didn't.

The same is not true in many urban neighborhoods -- kids are taught (by example) at a young age that having kids out of wedlock isn't a big deal, young boys are shown that Father's don't really have to hang around - and usually didn't and they are shown how to play the system.

The easiest route for them to take is to fall back into the same cycle.

NYC Republicans have the zaniest ideas....

It's worth a shot. Much better than receiving welfare checks regardless of performance or effort.

He is paying for it out of his own pocket? I am very impressed.

I have some inner philosophical quandry for rewarding people for doing something they should anyway. But if the program works, great. We need to innovate to find ways to stop cycles of poverty. And NYC doesn't spend any of it's own money for trying.

Good point from Invisible Fan saying it's better than just handing out welfare checks.

I find it hilarious that the thread starter would use words like that in his post.

It is quoted from Chris Rock's standup act from Bring the Pain, hence the reference to Chris Rock in the thread title. Most people would have recognized that right away, but it is a 10 year old show, so I shouldn't be surprised if there are some who don't know it.

I know where it's from. Still doesn't make it any less interesting that someone who seems to be as sensitive as you would use it.

I have a problem with non-black comedians using the word as part of their standup routine for a couple of cheap laughs.

When non-black comedians use the n*** word it usually doesn't go over so well. Ask Michael Richards. :p
