1. Dude creates a meme to PROTEST THE CHICAGO POLICE AND CHICAGO MAYOR.
2. A normal Scooby Doo cartoon is when they find out that culprit of the crime is masked and they capture the culprit and UNMASK THEM.
3. The Artist is saying that the MAYOR is on the side of the CHICAGO POLICE with the MASK of POLICE MAN FACE.
4. Chicago Teachers Union uses this meme to protest the MAYOR.
5. The Mayor IS BLACK, so she drops the RACE CARD cause it shows that she's tied up by FOUR WHITE PEOPLE FROM THE 70s AND A DOG.

Clearly she has not watched Scooby Doo or she has, and drops the Race Card cause she can.

Chicago Crime is insanely bad for years and years. This topic is lost because of the manipulation and misunderstanding of Scooby Doo.
