depends on how cheap. you have a few options:
    1) buy season tickets/mini plan- thats obviously not a cheap option
    2) rockets.com- you can buy any price level of ticket there, BUT know that you will pay extra fees. An average set of 2 tickets for about 30 bucks each is would end up running you: ($30 *2)+($4.25*2)+(3.5)= $72
    3) you could go directly to the rockets to avoid the fees, but i don't know if there is a minimum price/amt of tickets
    4) scalpers outside the game- not very safe, not very dependable, kind of illegal if you are too close to the arena
    5) online sites like stubhub, ebay, etc- you'll probably end up paying more than option 2 after you factor in shipping and their nonsense convenience charges
6)Heres the best option: Sites like this one right here. From what I've seen, most tickets here go for around face value, and a lot of times even less [This is of course excluding the playoffs]. So take a look around the buy and sell forum. Its generally pretty safe also because people dont want to get flamed for ripping somebody off, and in a public forum like this, it could happen. On another note, I have a thread posting some tickets im selling, and im definetely selling at or more likeley under face value, dont know what your price range is though. Email me at jerinvarkey@gmail.com if you want those.

Anyways sorry for the long post, I hope it was informative- Im just really bored at work :p
