    A federal judge today found unconstitutional a part of the USA PATRIOT Act that allows federal law enforcement officials to obtain telephone and Internet Service Provider records without a court order or other safeguards. The lawsuit, brought by the ACLU, challenged the use of so-called "National Security Letters," a type of administrative subpoena power that was expanded by the USA PATRIOT Act.
