A closer analogy would be that you shift the electricity bill from the "Household Expenses" part of your personal budget to some other part of your personal budget. The money to pay the bill is still coming from the same source (US Tax Receipts), Cheney just wants to shift the expense from one part of the budget to another. ------------------ Why not visit MovieForums.com? Except the Navy does pay for much of the upkeep, etc. of the residence and surrounding area, so it's not quite as far afield as having the education dept. pay for it. Also keep in mind that the $180,000 was derived at by multiplying the first 1/2 of fiscal 2001's bill by 2. The government's fiscal year starts in October. Al Gore was in the residence for at least 3 of those months. ------------------
