California will start making its own insulin to combat high drug prices

    California Gov. Gavin Newsom announced Thursday that he approved a budget that allocates $100 million for the state to create its own insulin, a response to extremely high prices for the life-saving medication that have made it inaccessible to some people with diabetes.

    "Nothing epitomizes market failures more than the cost of insulin," Newsom said in a tweeted video. "Many Americans experience out-of-pocket costs anywhere from $300 to $500 per month for this life-saving drug. California is now taking matters into our own hands."

    Newsom said $50 million will go to the development of low-cost insulin products, while the other $50 million will be used to create a California-based insulin manufacturing facility. He did not specify a time frame for the product or say exactly how much it would cost, though he noted that the state plans to make it "at a cheaper price, close to at-cost, and to make it available to all."

    Newsom is not the only lawmaker attempting to combat the price of insulin. In 2019, Colorado became the first state to cap insulin co-payments for people with private insurance; this year, the U.S. House passed a bill that would cap the monthly cost of insulin at $35 for people who are insured.

    The rising prices have been an issue for years, leading some to attempt to ration whatever insulin they can afford. In one instance, a 26-year-old man's family said he died after he tried to ration insulin and fell into a diabetic coma in his home.

    "You know, my son is not a statistic," his mother told CBS News in 2019. "He would be here if his life-saving medication was priced at a reasonable rate."

    Human Rights Watch said in April that the three drug companies that control the majority of the insulin market — Eli Lilly, Novo Nordisk and Sanofi — have all significantly raised the prices of their synthetic insulin in recent decades.

    "Almost every insulin-dependent person Human Rights Watch interviewed said they had rationed analog insulin because of out-of-pocket costs, taking it in ways not recommended by their physician in order to stretch their supply," the report noted.

    Responding to questions about the report from CBS News at the time, Novo Nordisk and Eli Lilly cited programs they had developed to lower costs for some people.

    Novo Nordisk said it has a patient assistance program that provides free insulin to some low- and middle-income people. The company noted that reform "will take time so we will continue to do what we can to help people who need us now."

    Eli Lilly said that the "average monthly out-of-pocket cost for Lilly insulin has decreased 44%, to $21.80, over the past five years," noting that it also has programs to help people facing higher costs.

    Nice to put our budget surplus to help the citizens and communities. Great for people who need help but don't have the resources.

    There is already a non-profit insulin manufacturer (Civica Rx) that expects to have product to market soon (early 2024). The market is already going to be doing this nation wide, so this is a totally unnecessary expenditure of my tax dollars. I would prefer they just give me a tax refund.

    Personally, I'd rather they use that annual surplus on debt reduction and pension reform....things looming on the horizon.

    That is heartbreaking. Americans deserve so much better. It sickens me that there are politicians still saying NO to affordable healthcare. Only in America can pharmaceutical companies gouge the people all they want, and leave people so desperate for help.

    Sorry we'd rather spend the money on McDonalds for the Bama Tide and wars overseas.

    Your government diesnt care about you...why do you want to give them MORE power?

    How long before California stops giving insulin to people who are deemed homophobic?

    Giving people free and affordable healthcare is just the humane thing to do. We are one of the worst modern countries in the world when it comes to providing that basic need. You have politicians that care more about an embryo than a hard working taxpayer who can't afford to get the healthcare they need.

    I’d be happy for Diabetics to access necessary medications at a reasonable price. Obviously good and services cost something but it really seems as if some folks are taking advantage of the situation, and that’s kinda ****ed up.

    There are plenty of Democrats who have guns and hunt and stuff. It's the majority of Americans who want guns designed for use in war banned. AR-15's and crap have no purpose other than to blow away as many people as possible in a short amount of time.

    You have these kids who want to use people like targets in a video game because they were bullied, or just because they are mentally messed up. You have G.I. Joe grown men walking around packed like they are ready for war. You have radicals using them to instill fear. Then you have all the hot heads and mentally unstable people who just shouldn't own any gun period.

    Yes. Type 1 diabetes is not a resukt of any lifestyle choice.

    Type 1 diabetes almost always requires insulin as a treatment. Type 2 diabetes can often be treated with a combination of diet, exercise, and other medication.

    So the insulin prices have more of an effect on those that have diabetes completely unrelated to any lifestyle choices.

    There are so many expenses associated with diabetes. Testing supplies, testers, glucose tabs, glucagon, doctors appointments, lab tests, diet, etc.

    The fact that the government of California is doing something to help with that is a case of government serving the people.

    Maybe they are just getting a jump on the GOP S Ct's coming cases coming say the Constitution forbids the FDA from regulating drug purity?
