California Budget Balanced, Agrees Analyst

    If a commie state like California can do it, why not the country as a whole?
    Three part budget cut one part tax revenue seems reasonable.

    SACRAMENTO, Calif. -- After years of cutting education and social services to close deficits, California's budget is finally in balance as long as state lawmakers follow Gov. Jerry Brown's guidance to hold the line on spending, the Legislature's nonpartisan budget analyst said Monday.

    Analyst Mac Taylor commended the Democratic governor for emphasizing fiscal restraint in the proposed spending plan for the 2013-14 fiscal year that he released last week. He urged lawmakers to consider Brown's education reforms, which include transferring more money to poorer districts, and the governor's proposal to expand health care for the poor under the federal Affordable Care Act.

    Last week, Brown released a $97.6 billion state spending plan for the new fiscal year and projected a $1 billion reserve. Two months ago, the Legislative Analyst's Office had projected a more cautious outlook that forecast a $1.9 billion deficit.

    Taylor said Monday that higher tax revenue, increased savings and repayment of loans account for the slight differences.

    "Over the past several years, each January governor's budget has included billions of dollars in proposed solutions ... in order to close budget shortfalls," Taylor wrote in his report. "Now, however, the state has reached a point where its underlying expenditures and revenues are roughly in balance."

    He said that while California is on a much better financial footing, uncertainty remains about the federal deficit debate, the state's heavy reliance on wealthy earners, and huge unfunded pension and retiree health care liabilities.

    The analyst said lawmakers will get a better picture of the state's finances in the coming months. Lawmakers have until June 15 to send their own budget plan to the governor.

    "It's sweet music," said Senate President Pro Tem Darrell Steinberg, D-Sacramento. "Every year for the past four years the story has been very different."

    The Democratic leader said the majority party is committed to keeping the budget in balance. But if the economy continues to improve this year, he said there may be opportunities to restore recent cuts.

    Well, gee, Northside. I don't see what the problem is. Here's the Texas budget for 2013.

    Two biggest items are health and human services, and education. Well, we all know that public education is just a giveaway to lazy Democratic union thugs who indoctrinate our kids into liberal fascism and teach them how to be gay, so we can just strike that off and kill two birds with one stone. If school's so important to those kids, they should get a job to pay for it and learn the value of personal responsibility and hard work.

    As for healthcare, what a waste! Entitled spendthrifts, sucking at the government teat! People should rely on charity for medical needs they can't afford (no doubt because they were foolish with their money and bought Jordans and Escalades instead of saving) And if that's not enough (as if!) why, they can just turn to their families for help, like in the Founders' day! People will learn to take care of each other instead of sponging like sponges off the government!

    Come on, Texas! Let's show the nation what REAL small government looks like! Unless you hate freedom.

    food stamps also save industries, invest in the future, and stimulate the economy (one of the highest fiscal multipliers actually).

    But it's funny how the stigma applies when it's the poor and desperate who get "handouts" and not the rich and powerful.

    Fiscal conservatives should dream of living in nations like Sweden and Canada. Sweden has been running surpluses like clockwork lately, kinda like a 90s version of America (wonder what happened after). Canada should have a balanced budget by 2014.

    Anyways---Texas is comparatively terrible. It is a simplistic argument to simply say oh Texas spends a lot on education and health---all the states spend a lot on education and health, separation of powers duh.

    Texas had one of the largest projected shortfalls as a percentage of FY13 budget.

    Guess some of the states that have the lowest---

    Colorado
    Pennsylvania
    Vermont
    Virginia
    New York
    New Jersey
    Massachusetts

    Texas should take a lesson from some of the blue states, be fiscally responsible, mend the broken tax system---instead of sniping about stimulus funds that previously counted for 97% of deficit reduction. Do this before the state finds itself in another hole for FY14. those stimulus funds won't last forever, and Texas is gonna run out of services to cut (especially if Perryyyyy has his way).

    The irony is the shortfall is being covered by doing exactly what you are saying---

    (i actually by and large like Texas the state, but that Rick Perry administration I cannot handle. If at any time you feel I am assaulting the state, not really, just the people you all elected in. You can replace Texas with Perry any time I mention Texas).
