Not that you're going to read, or even believe anything I say, but here you go. In 1997 introduced voluntary permits plan for the largest polluting companies in Texas(the dozen or so of which comprise about 36% of Texas' total air pollution). These companies combined to give $1,371,795 to Bush for gubernatorial and presidential campaign contributions. After implimentation, only half of a percent reduction in emissions was recorded. Check the 1999 Texas Air Crisis report to see the pattern of air quality deterioration under Bush. The poor vehicle emissions plan and nonmandatory regulations carry the bulk of the blame. The overall water quality in Texas reservoirs has declined since 1992 as well, Bush did propose increased funds for evaluations of polluted streams and rivers, but it was an unfunded mandate in terms of human resources, as he refused to hire the state workers needed for the job. All of Bush's appointees to the Texas Natural Resouce Conservation Commission were from corporate polluter backgrounds (oil barons, pesticide companies, et al). Which explains why the TNRCC gives these companies several weeks notice before their inspections, which basically defeats the purpose. Bush's appointed council also led the nation with nine civil rights law suits from 1994 to 1999. As the TNRCC's policies led to increased pollution lower income areas, primarily comprised of minorities. After Dallas went through one particularly bad summer (violating the federal standard for ozone 26 times), Bush and the TNRCC, instead of actually implimenting real regulations, asked the EPA to lower it's standards. This is just the Texas stuff, mind you.
