If you consider overpaying for Gooden and Salmons some of the "best" moves you can make, then yes they had one of the best off seasons of any team in the league.
The Bucks are what they are so they need to spend to keep and get whatever they can. They are never going to be players for guys like Lebron.
I understand that its difficult for small market teams to attract free agents. I also understand that when small market teams overpay for role players, they find it hard to afford the max for it's star players. the contracts they agreed to this off season will directly affect re-signing jennings when his rookie contract is up.
I liked this better the first time when Detroit signed Villanueva and Gordon. Except this time its worse. Nobody learns.

if i were a bucks fan, i would say "if he doesn't help us get to a championship, then i'd rather build through the draft." There is no point losing in the first round every year. i don't see him as a piece to a championship puzzle in milwaukee.
Dont forget they have Redd's large expiring contract to move at the deadline to try and get a major talent to add to their mix. They are building a nice group of guys up there. They don't have the market to really attract the major FAs so they have to build a different way. It works for them.
Dude is 30 though. I don't know if my contract would have been for 5 years. Wondering what we will give Scola though. He's 30 as well. Good thing he's restricted. Teams like Miami and New York, if they flame out, I could see them not offering a older guy like Scola a long and expensive contract. They know he will not help their team as they are rebuilding. Now that I think about it though, it's kinda crazy how all this money is being thrown around and we (America) are supposedly in dire straights financially and we're trying to cut back on spending and budgets.

I have a feeling that given how, despite his pretty good performance in the regular season, he still got traded by 2 teams, he wanted some long term security.
