Houston the city, no...that's why we nuked it first in the Independence Day movie...but the Ship Channel is most definitely a top target. You sink a super tanker in there, and you can cripple the oil industry for quite awhile.

Outside of New York or some other global city, they are almost always hoaxes. The weird thing about bombing is that you actually don't want anyone to notice or hear about it until it goes off.
Conversely, so many goofballs always think their city is one of the first to be nuked because of their random dumbass industry or military bases; even now after whole planes were specifically diverted to attack Washington and New York.
The short lived AMC show "Rubicon" had the Houston area at the center of a giant terrorist plot. I won't give it away, but the show was awesome even though it was cancelled. I highly recommend a watch.
