I just completed an auction on ebay for football tickets. I will need to send out the tickets tomorrow morning through overnight delivery and have the tickets arrive at the buyer's house in the morning/early afternoon. What is the best service to use to send the tickets?

    USPS? Fedex? UPS?

Not sure which is better or if they are all equal in this situation.

If you're in Houston, you're screwed. They're all shut down.

Nope, not in Houston. I'm in Florida being thankful that we haven't been hit by a hurricane yet.

What city are the tickets supposed to be delivered to? Assuming you don't respond with any Texas or Louisiana city, I would say that UPS next day saver is a good option. Save a little money rather than paying for a morning delivery. I ship stuff out ALOT at work via overnight freight carriers (UPS, DHL, FedEx) and UPS is a good option and the package usually gets to the recipient early afternoon.
