So, he is my pick (for now) as the person with the best rock voice. Now, if we subdivide this into heavy metal - then no question, it begins and ends with Rob Halford.

Robert Plant - There is just no one near his level. Not only his voice but some of the sounds he made and the extent to which he was able to change his voice is just unparalleled, in my opinion.
