Not sure how much Washington cares about black Americans (or poor/elderly white Americans for that matter), but looks like it's less than what they care about white foreigners...

    http://news.bbc.co.uk/2/hi/uk_news/4214746.stm

[The military told all non-US citizens to stay together for safety, Ms Sachs added.

They later told them they would be secretly smuggled out in groups of 10 under cover of darkness as it had become too dangerous for them to remain in the stadium, she told BBC News.

"When we were leaving, people were going 'Where are you going?' and giving us looks.

"But the military got us out, which we were all thankful for."]

["We were going to go inside the Superdome. I approached two members of the National Guard and they said to stay outside because they knew it was hell in there."

Mr Brocken said members of the National Guard took him and his family "under their wing" and saw that they were placed in the baseball stadium.]

I think these foreign tourists should just be let out, preferablly sent back to their countries once they recieve medical attention if they needed it.

    I don't see what's wrong with that.

How do you know all those British tourists were white?

Certainly a much higher than average proportion of these tourists than the Americans were white.

I think that the fact that they were different (not locals, spoke differently, etc) made them natural targets, which justifies special treatment to some extent.

I don't think the special treatment had anything to do with them being black or white. The "special treatment" had to do with the simple fact that these people had a place to go back to - they were only in the Superdome to seek shelter from the storm, and as soon as the storm was over, they could go back to their homes. That was not true for most others there - they needed to stay as long as no new place for them to stay at was found, because they simply did not have a place to go back to.

Plus you don't want to create an international incident especially since so many foreign nations are offering support.

I see no racism involved in this.

    Edit: Exactly what JunkyardDWG said.

They are not all Britons. There were two from
    China and two from Taiwan.

The last guy listed there, Darryl Hill, apparently lives in New Orleans. But regardless, the point is that (for the most part) nobody was allowed to leave the Superdome even if they had family to stay with elsewhere in the state/country. They were physically barricaded and held back by armed Guardsmen. People were not able to just walk out of the city even if they wanted to. Foreigners, on the other hand, were chauffeured away to meet their families.

    Just got back from LA.
At Bush Airport today the Brittish Consulate was there.
I saw their Jag illegally parked in passenger pick up, It was marked "Brittish Consulate General" and was followed by the Home Land Security Van.
It also had a sign that said "Super Dome Evacuation Committee"
