Zac's league will now feature overseas scouting. Each team will need to decide on a scouting budget. You don't have to spend money on scouting, but if you choose to do so, it will work like this: A budget of 10 million dollars cash will find you one randomly generated overseas player. You can find more players by spending more money. Each player will cost 10 mil cash. You can find a max of 5 players in one season, and you can't find more than 8 players in a span of 2 seasons. The first scouting session will occur next offseason.
I do not like this idea. I suggest we do not implement it. Soon, over seas scouting will be irrelevant anyway, as those players will probably be drafted like everyone else in the near-future. Certainly by 2013 or whatever.
Hadn't thought of that... probably we should have some sort of a vote on this thing. I know there are at least two yeas - Nomar and Raven - and DV and haven are against it. I'm indifferent. What do the rest of you think?
I have reconsidered. If we are going to implement this, it should be as realistic as possible. Therefore, I suggest at least a two step process : 1) Three Randomly generated foreign players in free agency, to reflect the moving of an overseas player to America, and his entry into free agency. 2) An investment that is relatively low monetary investment, but over a period of time, to accurately reflect the investment in an overseas academy. Therefore, I would support a 3 million a year investment over a five year period in an "Overseas Academy" - this academy will generate one random player a year, for the entirety of the investment. The investment can be renewed at the end of the 5 year period. That is my suggestion.
