To be honest didn't look like that hard a hit. If that is a hard foul, then everybody else in the NBA commits flagrants. Perhaps Griffin was off balance because he was trying to jump and going pretty fast.

Looks like a flop. If Eddie House really wanted to cheap shot Blake, he would've put his whole body into that shove... instead it was just a push with the arm, trying to prevent an alley-oop.
To answer your first question, YES. Griffin is goin at full speed about to jump into the air. On the other hand, I don't think Griffin could have caused Chalmers any injury. Just saw Griffin's foul on Al Horford. Actually looks like he made an attempt at the ball. Not a "punk" move at all there...

All I know is most of this board would be singing a different song if it was video of KG pushing players smaller than him like Griffin has been doing.
It's not really a hard foul. It's just that Blake goes so fast that if you bump him some, he's prone to losing his balance and coming down hard. That's just a normal foul, really.
Griffin had not launched, so House's push wasn't so much. I hope Griffin gets his share of "not punk" fouls while he's fully extended in the in air about to dunk. That Rafer slap of House is hilarious. LOL!
