I don't know, I am somewhat skeptical of that claim, I don't think Al-Zawahiri had much operational control, especially over an Al-Qaeda cell in NYC. Most agree that Al-Qaeda is very decentralized and for the most part operates through independent 'terror cells' that pledge their allegiance to the ideology of Al-Qaeda. Of course, it could be true, but seems somewhat 'vague' and unlikely.
