Should some NFL penalties be punished with player fines?

After a play is over a defensive player taunts an opponent which results in a 15-yard penalty and automatic first down. Should it continue to be this way or instead should the offending player be personally penalized through a fine? I think it should be the latter.

NFL players are fined all the time for various penalties and things that are not called penalties on the field.

Why is this a thread?
