NBA Free Agent Signing Date July 18 Chris Webber, Dikembe Mutombo and all other NBA free agents can sign with any team July 18 - two weeks earlier than expected. The NBA said Friday that the league and the union agreed to shorten the moratorium period during which teams are prohibited from signing free agents. That period previously ran from July 1 until July 31, with teams barred from signing free agents until Aug. 1. "There was a sentiment on both sides that people wanted to resolve contract issues and personnel matters sooner rather than later," NBA chief legal officer Joel Litvin said. The signing date also has been moved up for the next three summers to July 17, 2002; July 16, 2003; and July 14, 2004. In connection with this agreement, each year's new salary cap amount will also go into effect on the date that teams can begin signing free agents. Last season, the salary cap was $35.5 million. "It takes time to do the audit to determine what the cap number will be, but we'll just move that process along faster, set the cap two weeks earlier and open the gates," Litvin said. Webber and Mutombo are among the top players who will be available on the free agent market this summer, although Mutombo is widely expected to re-sign with the Philadelphia 76ers.
