not true. Denver is a division winner, so they hold to tie break against spurs. it would go 1. Houston 2. Denver 3. Portland 4. San Antonio

in any scenario, Portland can never be 3rd seed if all three are tied.
depends on if we are tied in division record with spurs. if we are. we get the 3rd seed. if we lose the division tie break, we get the 4th seed
