I agree but it can be said that the final decision is based on the President's knowledge in a lot of circumstances. If that President has no knowledge of any given subject though, he will totally rely on the people he hires. Like George Bush, lol.

Cruz claims that McConnell told the media that he wouldn't allow a vote on the Ex-Im Bank. There are numerous instances where McConnell has openly stated he opposes the Bank but would allow vote. Maybe it's Cruz that's filled with deceit?
Wrong. McConnell told the other GOP senators an Ex-Im amendment would get treated no different than any other amendment that a senator could bring up. No one disputes Cruz's account of this. Instead McConnell blocked all other amendments and brought up the Ex-Im vote himself, giving it priority. McConnell refused to allow votes on any other senators' amendments. This is called "filling the tree", which Reid did all the time, and in the past McConnell called tyranny.

Cruz never claimed that. He said McConnell told them it would not be given priority over other amendments, which it was.
Cruz is actually right here- the Republicans were caught in their lie that they espouse "capitalism" when, in fact, they espouse "Robin Hood in Reverse" stealing from the taxpayers. McConnell supports Ex-Im in private but pretends otherwise in public. Just no the Republicans do not favor any "market" where the rich can lose any money, and will make sure the taxpayers backstop them accordingly.
