We could use the room exception to resign Smith without using cap space. It would actually be slightly higher than what we could offer now......$2.8 vs $2. Or you can reverse it and use the RE to sign KJ and sign Smith with cap space.

That's Portland's way of saying we aren't helping LMA facilitate a SnT that brings back actual salary. They are filling holes on the roster with options that will. E bargains under the larger cap.

Yes, something like that. If you use cap space, you lose the non-taxpayer MLE, taxpayer MLE, and Bi-Annual exception. You do however get the "room exception", which can be a contract up to 2 years with a starting salary of $2.8 million.
Agree the biggest unkown is if Kobe will retire next summer (or take a tiny deal) and that opens up another max contract spot where they would go after big FAs again (like Durant, etc). If I'm LA, that's what I'm selling at least.
