The Rockets can't sign Dragic in the summer without getting rid of several contracts. The "ideal" scenario is to get him now and resign him with Bird rights while keeping everyone else.

I only claim that Morey is a rational person and any rational person would offer less for someone unlikely to sign than they would offer for someone likely to sign. Seems pretty straightforward.
