Morey is a "value investor" a la Warren Buffett. He's the kind of guy who picks up and saves pennies he sees on the ground. All the constant churning, all the deals that almost happen, all the second round picks - he works in slight value gains repeated many times over, like the guy who eventually started from a single red paperclip and ended up converting it to a house.

If he believes Lopez is worth $5 and is being sold for $4.90, his natural inclination will be to offer $4.91, with the idea of selling it on for $5 down the line. I'm guessing he saw the rumors of the OKC deal and thought he could up the ante and possibly walk away with a steal.

He probably didn't even have a plan for how to flip him in place yet, just saw something valuable being sold for pennies on the dollar and thought he could get in. Rockets don't need him, and Morey wouldn't pay full price, but I bet if it would have been cheap enough, he would have pulled the trigger.
