So even though it was practiced in that region, but it wasn't legalized, Canada (or the land to be known as Canada) was more humane? No I beleive their are a few other countries out there when you use percentage of GDP that are more generous than the USA. Fortunately for Canada, they also have the benefit of not pumping in a extra 309 billion per year to defend herself (other than that 11 billion military budget), and rely on the powerhouse military of the USA. Also, if you were a charity, would you rather have .75% of 1 trillion, or .6% of 9 trillion? Basically thats what were talking about here.
Germany was not a democracy before 1918 and obviously not between 1933 and 1945. However, it is incorrect to say "Kaiser Wilhelm ruled Germany, and the Reichstag was his plaything". The Reichstag did have competencies (btw, one of my great-great-great grandfathers was a member of the Reichstag).
