It has to round up. The logic is simple: The game is over when the shotclock says 0.0, so it has to show 0.1 until the very last nanosecond of play.
Lillard would have still gotten it off, let it go guys. This is what happened and its time we just moved on.

per stern 0.4s is enough to catch the ball, turn, shoot 0.3s is only catch shoot if harden didn't call for the switch we can only wonder what would happen
No. Remember that the clock you see was not started on time. The clock should definitely have less than .5 seconds left. I would state somewhere between .3 and .5 seconds more should have been run off meaning it would be .7-.9 seconds to get to this point. I doubt we'll ever know for sure. Doesn't matter anyways does it?
you realize the fastest human can move 10 meters (33 feet) in 1 second right? 1 second is a long time. .9 seconds is pretty much a long time. You can do all the things he did in 1 second. He caught the ball and took a shot while fading because he didn't even risk taking the time to stop. It was an amazing shot. It was fine. Even if the shot keeper was slow it doesn't matter. There will always be a few tenths of a second or more in variability. You guys have to let this go. It just comes across as being a sore loser.
Compare NBA phantom video with the facebook video. Batum releases the ball at 3s in. At about the 6s mark, Lillard is in his shooting motion, where the shot clock starts running. He releases the ball at 7s. Based on the facebook video, that took 0.4s off the shot clock. This means: 1s in the phantom vid = 0.4s real time 3s in the phantom vid = 1.2s real time https://www.youtube.com/watch?v=1uYAHpdo5oA math don't lie
