Not really. They don't actually want to be successful at detecting such stuff, they are far more interested in maintaining the illusion than they give a damn about it.

If the governments of these countries were actually interested in capturing all these people, they could just use their legally and technologically limitless communications hacking technology to do it.

As crude as it sounds, most of these countries just talk about this stuff to keep the religious folks buying in. A few of them will go as far as to imprison and execute these people because religious buy-in is more critical for those particular countries.

It's all a game to them, and people like ATW love to play along.
