    Sure the answer can also be B IF you pour the tea out of the cup and let the cup sit for awhile and maybe there will be some sugar remain will reform on some part of the glass.

    The answer could also be A if the tea is supersaturated with sugar before you poured any in and therefore all the sugar landed on the bottom. My guess is they want B.
