Public Enemy overrated? Are you serious? I supposed that would make The Beatles, Miles Davis, Johnny Cash, Bob Marley, and Mozart overrated in their respective genres, as well. Wow.
PE and NWA certainly were groundbreaking groups. EPMD had a "swag" that was awesome. I'll say PE, because they brought current day issues to the forefront. For a kid living in South Texas some of the things they rapped about were things I had never heard of. You could say they were teaching their own history listen.
That's over the top, but I think KingCheetah was trolling. To me, the OP question is answered by Public Enemy in a landslide... though I'm saddened to see the Warlock Pinchers getting no love. <iframe width="420" height="315" src="http://www.youtube.com/embed/H5CF04ZwR1M" frameborder="0" allowfullscreen></iframe>
No Originoo Gun Clappaz? Da Bush Babeez? Heltah Skeltah? Cella Dwellas? Cocoa Brovaz, Smif n Wessin? Juggaknots? Da Youngstas? Rottin Razkals? THE ILL sh** being left outta here Not heavy hittas... But I think Masta Killa "No Said Date" album came through with some WU sound when the Wu-Tang sound was lacking. I tried to give U-God some credit but he's by far the most lacking.
Well, the best are already taken but I'll add some others since you were bold enough to throw the Clipse in that mighty class. Cypress Hill The Lox The Outlawz The Fugees Goodie Mob The Hot Boys
Phi Life Cypher FTW! <iframe width="560" height="315" src="http://www.youtube.com/embed/ma9RH9c1JpA" frameborder="0" allowfullscreen></iframe>
