I have lived in Clear Lake my whole life. There are not very many "bad neighborhoods". A simple rule would be "avoid neighborhoods/homes close to apartment complexes". PM me if you want to talk about it further. PS: I thought you were looking to move to KSA?
Or even Rice Military. That place is booming with construction right now on every damn corner. Average day on the market is something like 20 days. You'll definitely get your profit when selling, 2 miles from downtown and even closer to midtown and Memorial Park, but very high taxes. White flight has taken over the area it seems. Lots of energy corridor and younger professional couples and families. Maximum 30 minutes to Clear Lake during non rush hour traffic.
I grew up in the area, but I just moved back as well after 10+ years of not living in Clear Lake. It seems that the I45 corridor from Beltway 8 to Nasa RD1 has gone downhill in socioeconomic terms. It's finally caught up with the rest of Houston's outskirts in terms of beggars on corners, thugs walking down the street, etc. I would take a left or right on Bay Area Blvd and drive about 10 minutes. That's probably where you hit the sweet spot for suburbia now. I wouldn't pick Pearland. While it's nice, it does suffer from some of the above, but worse, it's infrastructure hasn't caught up with it's growth. There are super busy one-lane roads everywhere, where 20 years ago they were sleepy farm roads. I know that they're working on this, but do you really want to live in a road construction zone for the next five years while they get it together? Personally, when I buy I'm leaning towards either Friendswood (within the Clear Creek ISD, something you should consider) or League City, also within CCISD.
Thanks for the suggestions guys. I lived in The Heights 2 years ago. I know how awesome that part of town is and how nice it is to live in the city. I actually just sold my house there a few months ago. The thing is, with a kid on the way I'm looking for a 2,000 sq foot house and a real yard. You can get those things inside the loop, but not for under 400k. Plus, being close to family where I can easily drop the kid off is important to us. So that's why we're looking where we are.
Pearland has become so ghetto in the last few years. Shadow creek/south trails + the crowd north of the beltway/east of 288 has infiltrated the resources all on 518. Seinna plantation is out in booneyville. Katy is far. clearlake - you have to fight new hispanc drivers on 45. I am starting to hate Houston.

Brookwood, pinebrook and north folk are pretty good. Bay oaks is also an option as they have a small mini neighborhood inside which isn't as pricy as the rest of the neighborhood. Best of luck with the search. The worst in these neighborhoods will be some stupid kids vandalize but nothing crazy.
I grew up in northfork. The only downside i remember is that it was zoned to clear brook high school instead of clear lake.
Grew up in CL. Still visit friends out there; ain't nothing changed. I always liked the neighborhood behind the high school.
Bay Glen resident. I love the neighborhoods here, with most of the houses built in the late 80s/early 90s. But the recent job change (now a 40 mile commute through downtown, one way) is making me think about moving closer to town.
Clear Lake is still booming so I'd hardly say its gone downhill. Lots of new development by the mall typical of the burbs - Cheesecake factory, PF Changs, Forever 21, etc... used to live there, moved to league city and liked it so much more. CL has been on a down trend and has a lot of ****heads.
Check out Brook Forest, a lot of unique large homes for 200-250K, a green belt to walk and close to Armand Bayou Nature Center.

Bay Pointe is ok but they have smaller homes so it does not look as good. For 77062: http://www.har.com/neighborhoods/showSearchResults_Zip.cfm?zip=77062 They are a few years older but the Bays sub-div ( Forest, Glen, Knoll) are ok. You don't want Oakbrook, it's pretty old. Clear Lake has been a good area for a long time. Don't believe what people say about it's being run-down. (Don't tell Bay-Oak people that, they laugh at you). What has happened was when you drive around in areas with apartments and shopping strips, they always look worse than the neighborhoods. If you don't want the hussle of shoppings & restaurants, go a little further south, try the many sub divisions in South Shore & Tuscan Lake. It's also a short drive up Hwy 146 to Deer Park.
