His left foot gets stepped on while backpedaling. This shouldn't be considered a flop.

They stepped on his shoe when he was going backwards.

He can always use the "Me clumsy big man. I no flop." excuse.

That seemed more like a trip and fall or matador defense than a flop

Does this get filed under the league's flopping policy, or does that only happen when a foul is actually called?

I think he has an argument to falling down rather than flopping. It could have been either.

That's the problem with the rule. How do you differentiate between a flop and a clumsy player tripping on himself.

I say he gets a pass because he invented a new shot.

he wasn't tripped. It was an anticipation charge. Same category with anticipation calls by the refs. :)

Yeah, that's a clear flop, I actually thought he tripped when I first saw it with the crappy stream quality but this is definitely one. You can see he's intent to fall down and I hope he learns from it, if he gets a warning.

If the need arises, the league will review it using all available footage and will attempt to make the distinction. It's the same review process they've been using with flagrants for many years now.

This is the basketball equivalent of the "Me foreign, me no speak English" excuse, which Omer has no doubt mastered as an international player in the NBA.
