when i was in europe last year at this time. i met people several times from germany getting out of the country to get away from oktoberfest. they probably just grew up with it and were tired of it.
The only people who would even be "affected" by Oktoberfest are people who live in Munich just around the area where the tents are (lots of drunk people around there, obviously, with all the side effects). Everyone else doesn't need to go anywhere to get away from Oktoberfest. It's not like it's something that happens all over the country.
