They don't make that much though, if there's a cap and you manage to get the 12-15 players under then that's all that matters. A tag would give teams like New Orleans ability to keep CP3 and still have him making top money on a year to year basis, with a max amount on how many times they could use it.

That's because he never left LA and he's been getting raises every year. If they got rid of the max contract, Paul would be demanding 30 million also and would have 60 million tied up in 2 players. With the current CBA, they wouldn't be able to make any trades or get any MLE players.
How the hell would any tweak be different? The package the Hornets got for Paul was already, by every single account, a bounty. This is about David Stern bowing to whiny owners about letting Paul go to LA. If he's still going to LA, why does the package need to be tweaked?
His argument would hold water if "the home team" wasn't shopping the player around for a trade. NO was trading him and the front office "owners" nixed the deal. If they want to act like owners then be aware of what is going on with the team you say you own!!
Maybe to get the Hornets further out of luxury tax threshold while increasing ours or the Lakers? Gilbert and the hardline owners were upset because Lakers shed 40 million AND got the best player, CP3 out of the deal. Maybe Okafor and/or Ariza end up in Houston or LA?
As Bima said, if the Lakers were to eat a Jarret Jack or Trevor Ariza contract, maybe it'll make the Hornets financial picture look better. Maybe another draft pick (expected to be later 1st rounder for LA) can sway the balance a bit in the league's mind. There are stuff that can be done. The league is permitting the Hornets to talk to Houston and LA again, so presumably they think there is something that can be done and isn't just jerking everyone around.
