Yes, he should be fined. If you're told not to talk to your players, you follow the rules. But I doubt he cares anyway, he can afford it since he's a billionaire and all. Increasing the fine won't matter unless it's in the 100 million range.
since it was an event that lots of people were invited to, i think this counts as "incidental" contact, and if he writes a detailed report and sends it to the league he can avoid a fine.
