    99-75=24, which is 1 short of a quarter.

    It is about 4 actual quarters(25c + 25c + 25c +25c) instead of 99 cents. The actual difference in between prices has little do with "having a 4th quarter". If it were based on the price difference, then any price amount would work as long as the difference was 25 cents. $1.49 discounted to $1.24 would be a 25 cent difference, but the "having a 4th quarter" or "having a 6th quarter" would not make sense.
