You can tell the horse that Tony is on is a cartoon edited, it would be almost impossible to have him get on a real horse. I don't think the horse is a cartoon edit, just some bad distortion between it and Tony. I'm kind of assuming they shot it with a real rider that the animator could then use to draw the tiger's motion.
It's a common practice. Just like when they used to show He-Man throwing boulders, those weren't actually boulders, but smaller cartoon paper mache rocks.
I remember when i was about 12 years old i auditioned to be in a frostred flakes commercial, but i didn't get the part. it makes me so angry to think that i could have gotten to stand next to tony and even meet him, but instead these f---ing ingrateful ignorant kids who didn teven love him like i do got to be in the commercial with him
