The NCAA player was from BYU and he did not get suspended for having sex, he got suspended for violating the BYU code of ethics, and it was solely the decision of BYU. It just so happened that it was due to sex, but it could have been a number of BYU related issues.

i believe sex is helpful to your overall health but don't know how it would effect you if you had sex just before the game. i can only tell you that excessive sex makes you a turtle.....
not sure if this thread is serious or not but..... i remember reading an article about the French soccer team before the Japan/Korea world cup. The couching staff said before it started that no player was allowed to have sex during the world cup tournament as it would help to keep them energised and excited during games. but if they make the finals, all players must have sex before the final game to help them calm down and concentrate. not sure if there is any credibility to this claim, but i would imagine that sex has to a degree affects the mental side of things as it has to do with hormones etc...but to my knowledge there is not physical downside to it. most will feel fatigue for only a short period of time.
I could see how chasing tail could be a distraction, but I can't see how the sex itself would have any impact. A no-sex-during-the-World-Cup regimen makes sense for a camaraderie/focus thing, like everyone shaving their heads or growing their beards.
There was actually an episode on that Sport Science show about this. They concluded that to a top athlete it has little to no effect on them physically. They said the energy expended was similar to a light jog.
It's not the chasing tail and sex that's tiring, it's the process of arranging it and hiding it from wives/girlfriends.

This makes sense. I can't imagine a world class athlete being burdened physically from something as relatively undemanding as sex...I don't think it lessens testosterone levels significantly either.
